The Chris Hani Municipality invites Grade 12 learners to apply for the Chris Hani District Municipality Community Skills Development Fund in the following fields: Mining Engineering, Environmental Engineering, Agricultural Economics, Veterinary Science, Finance, Horticulture, Developmental studies and Urban & Regional Town Planning studies in any recognized public higher education institution in South Africa.

The bursary fund came as a gesture acknowledging that education is a societal issue and that there can be no real development without the prerequisite skills which are the cornerstone of addressing real job creation, reducing poverty and inequality in our society. Beneficiaries of the bursary are expected to contribute in the district by enhancing the district developmental agenda as a foundation for economic growth, development and a medium to long term job creation.

All interested young people presently in Grade 12 or have completed their Grade 12 but could not study further due to financial constraints are requested to submit applications for consideration for financial assistance for the 2019 academic year.

Requirements

The students eligible for assistance must meet the following criteria:

  • Must be residents of the Chris Hani District Municipality, this means they must reside in one of the local municipalities that make up the CHOM (Emalahleni, Engcobo, Intsika Yethu, Sakhisizwe, Enoch Mgijima and Inxuba Yethemba)
  • Must either be studying towards achieving Grade 12 or have passed Grade 12. It is their responsibility to apply and be accepted in tertiary institutions within South Africa
  • Must maintain a performance averaging 60% and above in Grade 12 studies
  • Must come from the previously disadvantaged communities of the CHDM. They must be financially needy and their families should prove that they cannot afford tertiary education
  • Their fields Of study must be within those stipulated by the CHDM
  • The prospective student must be committed to serve the CHDM for the period equivalent to the duration of the course of study.

OVERVIEW

The MFMIP is a structured professional training and work experience programme with the goal of providing high quality training and practical exposure in all aspects of a Municipal Budget and Treasury Office which is governed by the Municipal Finance Management Act, Act 56 of 2003 and the underlying reforms. The programme has a logical training sequence that builds on the skills and competencies acquired during University and Technikon training. It ends where appropriate, with the credits or a qualification in Municipal Finance Management in line with the Municipal Minimum Competency Regulations, Gazette 29967 of June 2007.

SALARY                      R100 000.00 (All inclusive)

The intern will sign an internship agreement which is in addition to employment contract. The effect of the agreement is to ensure commitment to the programme which require, amongst other, full participation in the education and workplace assignments and observance of policies and procedures. R17m skills programme to empower youth

A newly launched R17 million skills programme is expected to enhance the employability of people, especially the youth, from poor backgrounds and those that are referred to as the missing middle.

Labour Minister Mildred Oliphant launched the skills programme for the Compensation Fund (CF) in partnership with the South African Institute of Chartered Accountants (SAICA).

The skills programme is aimed at injecting financial, accounting and actuarial skills into the Compensation Fund which is undergoing a major overhaul and realignment to meet its social security obligation in the South African labour market.

The duration of the programme will range from three to six years.

Speaking at the launch held in Pretoria, Minister Oliphant said as government they are optimistic that the programme will contribute to addressing what is often referred to as scarce skills and enhance the employability of people especially the youth from poor backgrounds.

“The initiative that we are launching is yet another of many efforts that this government is pursuing to address unemployment, and by extension playing a catalytic role towards an all-inclusive economic participation of our people in general, and our youth in particular.

“We are deeply concerned that unemployment still remains very high among our young people. Stats-SA also points out that youth (aged between15-34) remain vulnerable in the labour market with unemployment rate of 37.1% which is 10.6 percentage points above the national average,” the Minister said.

Minister Oliphant explained that the criterion for admission on the programme has been crafted in a manner that is not going to keep out deserving candidates.

The partnership with SAICA seeks to achieve three things namely to:

Develop specialised skills for the needs of the Compensation Fund in order to enhance the capabilities to deliver on its mandate;

Train more than what is needed and through the Public Employment Services; facilitate the placement of the learners in job opportunities within government and other institutions; and

Enhance the employability of participants on the programme and as such contribute meaningfully in addressing the unemployment challenge.

The recent statistics show that the share of employed persons with tertiary qualifications, was highest among the white and Indian and/or Asian population groups at 30.3%, while the share of employed persons with a tertiary qualification among the black African and the Coloured population groups, was a miserable 17% and 13%, respectively.

Stats-SA also points out that youth (aged between15-34) remain vulnerable in the labour market with an unemployment rate of 37.1% which is 10.6 percentage points above the national average.

The results of the Quarterly Labour Force Survey (QLFS) for the fourth quarter of 2016 released by Statistics South Africa last week, also indicate that employment grew by 235 000 resulting in slight decline in the unemployment rate to 26.5%.

It also states that the growth in employment was mainly driven by the services industry which grew by 73 000, followed by transport and manufacturing which grew by 46 000 and 44 000, respectively.

The programme will enrol 100 learners for 2017/18 as follows:

Do I have to pay to apply to Harambee?

No. Harambee Youth Employment Accelerators is a free service to work-seekers. The only cost in applying is for transport to our assessment centres. Be aware that there are many scam artists posing as Harambee employees who take money from candidates and “guarantee” them a position. What are the basic requirements for becoming a Harambee?

To become a Harambee, you have to:

  • Be 18 to 28 years old
  • Be a South African citizen
  • Have a matric 
  • Have never been blacklisted
  • Have no criminal record
  • Have attended a township or rural school
  • Be currently unemployed
  • Have not been permanently employed for more than 12 months
  • Have been actively looking for work for more than six months

Where are the Harambee assessment centres?

We have assessment centres in Cape Town, Durban, Johannesburg and Port Elizabeth. All our centres are close to main transport hubs and you only have to come in once to be assessed.

How long is the assessment?

Expect to be at our centre for about five hours. First we give you a Harambee overview, then you will write a computer assessment and receive feedback on your assessment. There may also be interview training on the day to prepare you for potential interviews.

What happens if I don’t pass the assessment?

You may not be suitable for a specific job we are recruiting for but Harambee will keep your details on our database. If you meet the requirements for a new job that becomes available we will contact you.

If I fail the assessment can I reapply to redo the assessment?

No, you can’t reapply to Harambee. Once you have had your first assessment we will have your information on our database and will call you back for any opportunity that matches your profile.

If I get a job through Harambee but don’t like it, can I come back for more bridging?

No, you can’t. Once you get a job you are removed from our system.

Will the bridging guarantee me a job?

No process at Harambee guarantees you a job. We try to facilitate opportunities and links with businesses for young people, but it is up to you to get the job.

How can I get my friends to apply?

Give them our email, mobisite and website details.

Can I work at Harambee?

We only recruit through our assessment processes. We do not accept CVs for casual work in our assessment and sourcing teams.

What if I have no computer experience?
